I think knowledge and creativity come into play a bit in golfing. Knowledge of the language you're using (your own language helps a lot since you made it), and using that knowledge in a creative way.

What does zip do
 
If a = [1,2,3] and b = [4,5,6] are lists, zip(a,b) = [(1,4),(2,5),(3,6)] pairs up the elements
* is the splat operator, so for a matrix it will dump all of the rows
and then zipping makes them columns essentially

Do you want all possible matrices to have non-zero probability? Do you want the probabilities to have a specific distribution?
Is it OK to treat the standard PRNG of your language as uniform?

Insisting on uniform distribution does mean that other approaches are less easy than otherwise
That's the advantage of just saying "non-zero probability for all" rather than specifying a distribution
