This ppa is maitained by the "GNU Octave" team and has version 3.8.1 available for lucid and precise.

@Virusboy Octave is GUI right? In theory it's still 'supported' but not exactly. This is why I like the newer LTS instead of the older scheme - one was Desktop/Server staggered, now they're same length.
The status bar (by default) at the top of your screen with the icons OFF to the right, date, user name and other computer options.

I have an idea, but do not know if it'll work. I want to use Windows prior to XP, but, since 2000 does not have a bootstraper method(none I can recall). My setup is Ubuntu Windows 10 and a Data Partition. Is it possible to run 98 under 10 as a program or would I need something more complex?
