Try moving the hard drive to the top of the boot order, and then use the boot menu to manually select the USB.

In terms of configuration and the actual BIOS interface, there are plenty of bad implementations!

I had a laptop running on BIOS that would not boot ever unless I entered the BIOS settings and changed settings. The CMOS battery was fine. It just refused to save anything.
this. Dell is good once you get away from the very cheap side.
 
ok I will say my Dell has been one of the worst if not worst. It was so bad when I had linux on I had to press f12 every time i needed to boot because it wouldnt auto load the OS without some prodding

my old laptop was an inspron with BIOS and it is good
well I never had a latitude
 
Remember, just for pure boot it is impossible for BIOS to screw up, because it just reads the boot sector and hands off to it.
 
I can't update the bios on this dell Studio without installing Windows again, apparently.

I even tried using FreeDOS to do it, but no dice.
 
So, shitty BIOS implementations are also really common, just not in the same place.
With UEFI, manufacturers say "Okay, it works with Windows. Ready to ship!"
