Technically you should boot without a jumper on the motherboard, but it's faster to remove the battery.

Honestly I think it's time to think about recovering data... It's not a good sign if it fails like that. I'd boot into Ubuntu or a Live DVD and try to recover stuff using testdisk.

You'll need to ask someone to lend you one if you want to try to update the BIOS. If more than one drive doesn't work it's hardly because of the firmware on the drives, much more likely because the firmware of the motherboard.
 
no no no... its only 1 drive that doewsnt work. What im saying is that it has (for some dumb reason) high boot order that I cannot remove because as soon as I plug it in< i can no longer access EUFI settings

@DavidCole-GrammarPolice Why would you wanna partition the drive beforehand? Just let the installer do its things. If I'm not mistaken you'll need at least an EFI partition, a System partition and a C: partition. I suggest you let the installer partition things the right way. If you need space for another partition you can shrink the C: partition from the Windows installer.

@DavidCole-GrammarPolice That's what I'd try, if the UEFI has problems starting up with the new (empty) partition table, then you're better off upgrading the UEFI / the drive's firmware (or in other words, I doubt partitioning the drive would help).

Yes, that's what I'd try. Just wipe any trace of any previous partition and see if the UEFI doesn't hang. If it still does, you'll have to upgrade something, either the firmware of the drive or the firmware of the motherboard.
