Depends where. Sometimes developers or publishers legitimately offer keys for free. If it's not from some kind of official source, and generally if you're just stumbling across it like that, it won't be, then the key is likely not legal.

Almost certainly nobody is legitimately distributing free SC1 keys right now.
I feel like Ministry hit that album just right. Dark Side of the Spoon had too much Revolting Cocks in it (Jourgensen's other band that's more prone to silliness).
