yeah but fizz's ult does little damage. instead it amplifies the damage of fizz's other spells, and the cc is usually what allows fizz to catch up to you and actually hit you.

so it depends how you want to play it. most of the time you'll want to dodge the cc or dodge fizz's E.

I think jungle can counter fizz better than any mid laner. Like nocturne's E doesn't get broken by the pole, plus noc has a spell shield. With fizz's long cooldowns there's not much he can do against that.
