Basically, because the Cx can't complete that wizard, they can't configure Exchange or anything at all

@mlissner you have to be connected to the domain somehow... you just don't have to be joined to the domain
 
@mlissner No, I meant OR. As long as you have a valid account on that other domain, you can just use that account to authenticate. If cross-domain trust is established between the domain that holds your user account and the domain that holds the resource you're trying to access, then your user account might be able to access that resource anyway.
Are the domains part of the same forest?

In my opinion, the correct way to proceed would be proper troubleshooting.
I doubt there's an easy fix, as you seem to have already tried the most common solutions.
Even though it's unclear what you did exactly :)
