@Bob, @allquixotic: on the topic of strategy and 4X games: I have settled on getting Civilization VI but my budget is currently too limited to support putting $60+ into another game. I've wishlisted it; it's unlikely I'll be able to buy or play it until Astaroth comes online.

I mean, not that they don't matter, but there was 90 terrorist victims in 15 years in the UK (2000-2015), even adding the recent incidents, there was probably many more kids killed by someone killing their whole family and themselves than by terrorists.
 
I'm not even sure that's right if you're looking at the UK only.

@satibel No no. Those are private IPs. Im talking about the Public IP (which you can see when you visit this web whatismyipaddress.com). I have a machine with a private IP example 192.168.XX.XXX:8080 and what I will do is Port Forward it to acceess via my public IP example 215.XXX.XX.XX:8080.
But the issue here is when I try to access my home public IP 215.XXX.XX.XX from my office, page is not being displayed or it is not being accessible. If it is accessible then I can access my machine via this 215.XXX.XX.XX:8080. So, my question is why it is not being accessible?

possible reasons:

* corporate firewall blocking the outgoing connection at your workplace
* your home ISP blocking incoming connections on certain ports
* your home ISP employing CGN
 
does it work locally?

rule of thumb is to not bother trying to host these things at home... much easier to grab a random cheap VPS
even if only to get you a proper commercial dedicated IP you can then route to your home machine (via VPN)
there's no guarantee your home "public" IP isn't actually shared with a bunch of people (see: CGN)

but this issue is not only for me. Even my friends tried to access their Public IP from different LAN. No success. ISP is a big headache here

the public IP is for the router, which probably blocks ping by the way.
so you need to tell the router to redirect requests on port X to the machine that serves that.

That would give you a proper dedicated IP. You just manually route through the VPS.
The only think you'd 'host' on the VPS would be, depending on how you do it, either a set of iptables rules or a VPN server instance.
