@Soulrift oh that's actually quite a good question if you include some basic details: can they get the frost stuff off on their own, do they have good basic attacks, what is the rest of your party comp, etc
most likely, any attack granting leader will be quite powerful if they have good to decent basic attakcs
we want specific questions, and that's not too localized by any stretch

@waxeagle I suppose the details would be that there are a group of 4 just entering paragon path and 2 new players joining with quick-build level 11 characters (3 items + gold as per PHB). The four existing are archer ranger, dagger-tossing rogue, bastard-sword wielding avenger, and spear-and-shield fighter.
It includes odd houserule that lets any character with an at-will melee attack that uses something other than strength to use that ability modifier for their basic melee attack (eg: rogue and avenger in this party can use dex and wis for MBA).

but yes, if you want build details for a leader that can support the party, make sure to describe what kind of leading you want to do
 
Oh, right, by quick build I mean that they get 3 items (level +1, level, level -1) and gold equal to level -1. By not quick build I suppose I would mean that they get no items or that items are provided in some convoluted manner that attempts to parse the treasure parcels, determine which items are not already assigned, and assigning those to them.

If I may be so bold, the fundamental disconnect and the reason the question was closed was that you failed to say anything about RPGs; if you'd made it clear that you wanted to know how to simulate the appearance of the interconnectedness of language, it would've been a much happier question.
But your phrasing made it sound like you were asking how to... um, basically be Tolkien.

Tolkien didn't make it seem like he'd invented languages and their evolution; he actually made up the languages first, from as close to scratch as makes no difference, and then made up a world to explain how they were related and the evolution they'd gone though.

I have some limited personal experience with simulating linguistics in an RPG context, and Strong Opinions on the subject.
