Unfortunately, the problem seems to be your/corporate thinking, rather than this chief engineer's methods. He's doing what is actually best for the company - providing you with the most well trained employees. You/corporate, on the other hand, have still not realised how you should retain the trained employees to make sure your company does its best for its clients.
