Unfortunately, the problem seems to be your/corporate thinking, rather than this chief engineer's methods. He's doing what is actually best for the company - providing you with the most well trained employees. You/corporate, on the other hand, have still not realised how you should retain the trained employees to make sure your company does its best for its clients.

Like @cdkMoose said: your comparison to a cruise cabin reservation is fallacious. When you book a cruise cabin and renege on that - you lose your reservation fees, but the cruise company can sell that cabin to someone else to make up for the loss. Your boss can't exactly do that.
