Tip, since you mentioned black: Suggest disabling quote normalization. Chances are good he likes single quotes (I think most Python devs do), and black prefers double quotes. With that disabled, that there might not be too many things it will change in your codebase unless it's currently a formatting mess.

Which is why a good IT department will blacklist only obviously dangerous sites (typos of your company domain, malware sites, phishing sites), but not social media and other non-work-related-but-harmless sites.

If you are using a simple HTTP or SOCKS proxy then it is absolutely no different from connecting to a website, an email server, etc., except that it's using a different protocol (in case of SOCKS). There is absolutely no way to "travel back through his computer" unless he's using a VPN.
