So if you are levl 30 in level 30 gear, it's like you are a level 80 in greens

@Chippies It scales to your current level if you are above level 20

WvW = World vs. World

Oh yeah, and WvW exists

And when you are below 80, you get scaled to 80 for PvP or WvW

GW2's scaling also makes it really easy to play with friends that are leveling.

The incentive to play more is fun. Also, skins.

@TheAce Once you are in the best gear, you are in the best gear forever. Even the Legendary Weapons are just skins with the same stats as the gear below it.
