HoldAll seem can't be set to `class` and acts on `f`?

`"*.paclet"` is a zip, generated by `com.wolfram.paclet.PacletPacker`, but
`"PacletSite.mz"` is a hard-coded compressed package. I don't know how to do it. I often generate corrupted compressed packages.
