pretty easy to scan the whole IPv4 range, depending on the tool and accuracy it can be done quite quick

@Chad Please consider that it is not necessarily anti-pet to euthanize a healthy pet if the only alternative due to tight finances after a disaster would be to abandon the pet in the wild.

@Esa I think we need to distinguish between the method and the theory here. While C. Milans methods may work, the theory behind it is flawed. And while you might see the difference in the dogs he handles, others might not and repeat his theories no matter what.
