@Wolgwang I got single buried penny right after my edit was accepted. But I got double burried penny for the same edit quite a while later. So two pennies has to be edited and then something else happens.

I think Spotting Scope is for casting the first close vote on questions that go on to be closed? Certainly not flags, I haven't raised a flag on SO during winter bash and I have the hat.

I got the Spotting Scope without general flagging, and I doubt that I was first to flag for closure; certainly not 3 times. It just showed up all of a sudden, when I hadn't done anything the past hour, so maybe an hourly (slow) script needed to run?
