actual moderation effort? less than 20 minutes on most days.
on some days it can happen there's not a single flag I need to act on
on bad days I have also spent excessive amounts of time embroiled in SE-wide politics. I wouldn't count that as moderation per se, though
Around an hour per week (as janos said last election) sounds about right

it's not really sensible to cram like ... 500 people into a single chatroom in the first place

I'd go a bit futher than that. Element shouldn't know enough about Queue to directly interact with Queues internal state. This couples the two classes far too tightly for my tastes. This is a sign of extremely weak encapsulation, and if you're writing this for a class you may get docked marks. If you're writing this for production, it shouldn't survive a code review.
