Q: Why does this popular off-topic question stay open?

MołotCould a person scuba diving take off his air tank and use it to propel himself? Why isn't this one closed as a story set in a world? In what way is it worldbuilding? @Trish That's the worst. If I have an answer that I think is going to be long, I've often considered writing a short, fast summary, and then editing it out to the full length immediately after. That way if someone else is giving a similar answer, or the question gets closed, mine will be in there first... I haven't done it yet, but the temptation is great.

@AndyD273 The question in itself was good. Someone answered in comments... THAT is the worst. I mean: answering in comments is a NONO!
that the asker then deleted the question added insult to injury
 
@Trish Ah, yes. I don't know why someone would answer in comments, unless they don't think their answer is good enough to be a real answer...
 
I made it myself a sport to flag those comment-ansers (they are worst on held/closed questions)

@FoxElemental Likely yes, it might very well be reversed by the system after some time (~24 hours). If not you could flag for mod attention and ask them to investigate.
Though it's called "serial downvoting", not "voting fraud". "Voting fraud" would be more something like someone creating multiple accounts and upvoting his own stuff.

And this question got 3 answers, 2 of which seem to have been deleted

in 1 case, a user self-deleted the answer, then left several comments trying to take apart my question, said that it was impossible without coercion (which I said was prohibited in the original question and was what his "answer" was) and about 2 min later I got the downvotes. Wondering about that . . . but I answered his comments with my perspective on why it was possible. There's another edit I intended to make after the third answerer
interpreted the rules loosley, making a great but sadly non-viable answer for my situation
And I don't want to "invalidate" it
Aaand never mind it seems he deleted it. I feel embarrased
Because I've edited a bunch of times and it seems that every time an answer pops up, it gets self-deleted. I hope someone doesn't raise a mod flag.
 
over here, I'm pondering a bit of a worldbuilding question myself -- how the modern-day concept of a "weapons-free zone" (say the inside of a federal courthouse) would interact with having someone dropped into our world who has natural weapons (such as a breath weapon)

I edit my drafts so often/quickly for minor things in groups that they basically cycle once through the list
And now, for the first time ever, I looked up "cow udder anatomy" because I'm following Raditz's advice on my acid cow
Oh lord. Cow anatomy turned up nothing. Now looking up "udder anatomy division" to understand milk production so my acid cow doesn't dissolve itself
