As a fellow guy I mostly agree with this answer. Most women are intelligent and know how to dress appropriately or adjust if necessary. So there is no need to apologize (THAT would be creepy: "Oh btw. sorry for being human and staring; please say something to make me feel better about myself"). I totally agree with establishing transparency. However, sometimes I feel asking for a date using the word 'date' implies some from of prior commitment from the women and can be a red flag. Saying "yes" means you are officially dating and have no excuse. "The objective problem here" - I would heavily disagree that her choice of clothes is objectively the problem here. That final remark also adds nothing useful here, and if OP took it seriously would likely be labelled as a creep and put the player off playing in future. This answer is very 2018 politically correct, but there is a lot logically wrong with it. The qualifier "is blatantly inappropriate for wearing on out in public" - ask n different people and you will get n+1 different opinions about that. Also the onus is on you to control your behaviour, not hers - OP already seriously tried to avoid staring but didn't manage. If communicating is forbidden, the only realistic course of action left for him would indeed be to exclude her from the group. @WendyG I totally agree with you, that's the kind of liberation and progress one would want, that's why you don't see me trying to justify the man's behaviour or encouraging him to exclude her. Instead, you see me praising that the woman is willing to tolerate some eye-wandering (until it gets creepy), because it's a choice that acknowledges that it was her decision to say "sod you".
