@aminliverpool Yes you are right that I do not think you are presently suitable to manage such a project, whether or not on Math SE or elsewhere, and that is a major reason for my comment. Since you indicate instead that you would rather learn mathematics than influence any such project, I suggest you simply decide which topics you wish to learn and then ask for help on Math SE, whether on the main site or in chat. There is simply no need for any official or unofficial education institution here.
There are many chat-rooms dedicated to their respective fields. As long as you stick to the goal of learning mathematics, you would be completely welcome. Sure, there is no laid out syllabus or scheduled classes, but in some ways that is even better; you are free to learn at your own pace, discuss side topics, and not be under pressure.
If academic pressure is what you want, to a real university you should go.
@aminliverpool And as to these points that you mention regarding your idea, I actually think that you may want to take a look at AOPS and some of the regular classes they have been offering. I have not been active there for a long long time, but I am aware that they actually have something sort of similar to the kind of classes you are thinking of, though of course there's no 'university' kind of structure.
Whatever it is, Math SE is not suitable for it, which clearly explains the negative reception your meta posts have garnered.
