By the way it basically is Towers. The constraint is exactly the same, in that an earlier color in the order cannot move past a later one
 
it seems like in principle you might be able to swap 'em around in the "nearer" regions. Not that doing so would help anything. So it's like a ToH variant where you're allowed to have larger discs on top of smaller, but only when they're "too near the bottom" of their piles.

(One description I found online was that it is in effect a compact version of Towers in a disc.)
 
though I wonder whether there's some sort of dual description where you interchange "discs" and "positions" and that makes it actually exactly equivalent to ToH.

It's actually not all that hard. I was manipulating it for a couple minutes (the physical puzzle doesn't actually tell you how it works, just that you're supposed to move the Dots to the other spot) - you get to find on your own that the movement restrictions exist, let alone how specifically they work
so it took me a couple minutes before I was, like, uh this seems awful familiar, huh.
 
the facts that there are three branches and that there's some kind of ordering constraint are really something of a push in the right direction :-)

in my defense, it took me a minute just to make the damn dots move. it was a bit hard to move them at first :)
And then I wasn't quite sure if things were sticking by design or by virtue of being still a bit bound up
