@JourneymanGeek CPU bottlenecking? On my machine, Borderlands 2 is CPU-limited.
The graphics card is rarely, if ever, saturated.
I have not touched the game in ages, though.
@JourneymanGeek I don't recall any issues anywhere in the game (except in a few DLC zones).
There might have been slight slowdowns in Thousand Cuts, but again, I have not played Borderlands 2 in a very long time.
I actually had GPU-Z and Task Manager running in another monitor and always found that the game is very hungry for single-threaded CPU performance.

On my laptop (Core i7-4800MQ), Prime95 will cause the processor to hit 60 W power at around 2.8-2.9 GHz for around 15 seconds, before settling down to 47 W at 2.7 GHz.

@Bob Most gaming laptops have 45w processors with TDP set to 45w... only rarely do you see the unlocked ones overclocked, but Apple's managed to remove the TDP on non-unlocked CPUs

@Bob Oh. On gaming laptops, not really so common anymore
Usually they'll overprovision the power supply, now that higher power supplies are fairly common, efficient, and cheap
There's laptops that come with dual 300w power supplies... but mine uses up to 200w-ish peak (120w GPU + 45w CPU) but comes with a 240w supply for example.
It's more low-end machines, ultraportables and tablets that come with paltry 30-45w supplies that are less than the laptop can use at full tilt
 
My laptop is actually rather tight in this regard. The supplied AC adapter is 180W, but it gets run up to capacity (and in fact, slightly beyond capacity) if I overclock the GPU and/or max out both the CPU and GPU.

My old laptop had a 90W adapter but never pulled more than 75W under load.

Hmm... I do wonder if I can build PhantomJS somewhat more intelligently than they've done. They built a "static" executable that links in Qt and stuff but then dynamically loads system OpenSSL, lzma, zlib, libstdc++, libpng, libjpeg, libxml2, libfreetype, libfontconfig, etc.
Might be how Qt is configured to depend on those at runtime instead of at build time
It might be a fatally flawed approach they took, because they seem to compile in glibc, but then the system libs you have to provide also link against glibc but possibly an incompatible version
Works fine for the distro it's built for but not portable really at all
Could link it totally dynamically and ship all the shared libraries needed, or statically link the world and hope I don't miss anything, but this middle of the road approach with some system dependencies isn't portable to other distros and especially to older systems - even though the kernel ABI has been frozen for a very very long time

Tbh the way you make it sound doesn't seem much worse than London, and most busy cities in the UK are pretty crap.
I'm just lucky as somehow Edinburgh always comes top or near top for mobile and fixed line speeds for the UK, and is on average nearly 50% faster than average.
(also I rarely get more than 60Mbps on the 420Mbps LTE-A masts unless at 4am)
