I would think that the reasonable course of action for a situation where a single user serial voted another user, with no evidence that the target of the serial voting did not encourage the serial voting, would be to remove the votes and suspend the user that performed the serial voting. When the target of the serial voting also gets suspended, that implies there's some evidence that they were involved in the serial voting.
