You could try Juju on an Ubuntu VM - that's what I'm doing.
That way you can pause the VM at any time and save the VM's state.

Also, you're getting downloads sporatically because apache2 needs to be bounced one more time before starting
just run service apache2 restart in hooks/start
unfortunately the download headers are cached, so it'll continue to download ever after the problem is fixed
 
But I've already restarted it twice.
(I've SSH'ed into the service.)
 
Try testing in a browser you haven't used yet
The headers are cached, it'll keep downloading even after the problem is fixed
Also, make sure you chown -r www-data:www-data /var/www or else it'll be ownd by root group
and the config is owned by root after db-relation-changed

That's a bash thing, it's the same as $LEVEL only it'll produce the value rather than having the $ interpreted via sed
