I don't think that most of the mods here (whoops, too many!) know most of the story. It would be best to have an ELL mod come in, assuming they know the backstory here, but I don't think they're available. Given that it doesn't seem like either "side" has presented a claim, could both parties involved state what they each believe the issue is with the other? That would eliminate any improper judging.

@Hakase Well, considering the main brass of SE has that opinion, it's not entirely unfounded. I'd like to find a way to get some sort of fill-able form that makes it easier to force people to ask the questions well.

@Hakase We're still figuring it out... but I don't know what we can do that doesn't require some help from SE on the back end.

we've gone over this many times and it seems like there is no way to force people to do anything, but we can certainly disallow people to get answers until they improve their IDs, and that may never happen, which we must be prepared for

@Hakase It's mostly difficult because it's become something like 60-75% of the questions asked on M&TV... so it makes the entire site look really bad when you only occasionally get non-ID questions.

one of the simplest solutions is to close-vote liberally and downvote obviously helpless IDs down to -4 so they disappear from the front page question list

@Hakase Very true. We have good mods but they tend to be shy about closing stuff without the community's support. Occasionally they'll mod-hammer something but only if it's particularly horrid.

And, since you can ignore certain tags, people hide the ID stuff and then they never get CVs.

one proposition to reduce the superficial "crappyness" of the site is to hide ID questions from all views because not many users even want to look at them. These types of questions are supposed to be searched for, not just browsed. So a feature request comes to mind − hide IDs by default and add a checkbox that reveals them, or have a separate section on the site exclusively for them. But then we could use different systems to rate them and link to similar/duplicate questions, etc

@Hakase Exactly. That's why my ID form will never happen. It'd be awesome, though. "ask a question" - Are you trying to identify the title of a movie or TV show? Use our form. (click) and then it's a bunch of questions that are required to be filled in.
