That doesn't make sense at all. You have to have two other choices selected to have a third choice. Hmm, this is perplexing.

@mjolka I am going to check with the SE devs... but, I think, for the moment that it is safe to assume those are the ballots of people who did not choose a candidate of the specific ranking... i.e. it is possible in the SE elections to pick a 2nd choice, and not a first, or third.

The Code Review Stack Exchange is for people to post (small pieces of) working code and to have the community there make suggestions about how to make it better (conforming more to programming best practices in general). The commenters before me suggested that you make changes like better organization and a custom data structure. These suggestions don't directly address the question you've posted here. They may not even change how your code operates. Exactly. I'm fairly sure nobody has done it before.
There's simply no point in building a very serialized game (init, player1 turn, player2 turn, player1, turn, repeat till win) in a server framework.

@DavidMulder - I was hoping I was more clear in that circumstance. When you feel the post is 'meh', and does not deserve a vote (either up or down), then that is what the skip button is for, so that someone who can see a way to improve the post (or to comment on what should be done) gets an opportunity to try. Pressing 'No action needed' means 'no action needed' by anyone, not just you. Even if the post is 'meh', you can comment: "Hi, welcome to Code review, this post is meh. If you were to add pictures, or details, it would be better!". — rolfl ♦ Nov 1 '14 at 14:40
 
And in first post queue, if you can't upvote, definitely leave a comment explaining what action is necessary.
