I'd disagree with flagging it abusive, to me that flag is about posts that are insulting or otherwise abusive of people, not an abuse of the system.

There is some precedent for interpreting it that way, though it really isn't clear from the current description. But e.g. posts that are just random characters are sometimes flagged as abusive, and that is an accepted usage of the flag (there's a post from Shog on that somewhere)

So I resorted to doing this by hand and turning all IPs to their binary representations for bit-by-bit comparison

and that was my first approach to "how can I make sure that n things are the same" ("just apply the == operator to all the things in there!")
