This is a small part and of course I should have given more context. Just a minute.
For the West, AQAP presents three dangers:

locally, to western embassies and citizens in Yemen
inspirationally, to potential jihadists around the world through its online magazine Inspire
globally, by putting bombs on planes
 
Sounds like a literal meaning to me.
 
I was about to say it sounded figurative.
Or at least, that "putting bombs on planes" is one example of what their global actions could be.

So if I say "I'm travelling on a plane", that doesn't mean I'm strapped to the roof of the plane. It means I'm inside the body of the plane.
 
We use on frequently with modes of transportation.
