That's called jumping to conclusions though. Have you considered asking the person in question if they actually distributed the writing, rather than assuming that it must've been done?
It's certainly a possible conclusion, but it's also a possible conclusion that no distribution happened.
On an unrelated note, I hate the verb "occur" because I can never remember whether the past tense has one or two rs in it.
 
Asking for advice is a far cry from sharing private correspondence.
