I wonder whether there is a variation of this question that would be accepted by this community (or another adequate community where I can ask this). I think the question is interesting for many people (see how many people has bookmarked the linked question) and it's hard to find an answer without insider knowledge, so I'd be happy to repurpose it. — jgall yesterday

If you look at the timeline, you can see that the older question had some close votes in the past - it was in the close votes review queue three times: mathoverflow.net/posts/3512/timeline
@jgall This is a reasonable place to ask about this - in the sense that such inquiry is certainly on-topic here. But since MO users visit this room rather seldom, I am not sure how likely is to get some response here.
Your question currently has three reopen votes and in it in the review queue for reopen votes: mathoverflow.net/review/reopen/161706
That means the the users who have sufficient reputation to cast close/reopen votes and who visit that review queue will see the question there - and they will decide either to vote to reopen or they choose the option to leave closed. (Or neither of those two options - like I did, this is not really something I am able to judge.)
If the question gets 5 reopen votes, it gets reopened.

The question is whether to wait until the review queue is finished or not.
The advantage of posting on meta now (rather than waiting) would be that more people could have a look - and maybe some of them would cast a reopen vote.
And possibly you could get there also some advice whether the question can be improved in some way.
