When someone comments the start to a likely answer, and one thinks one can write a complete answer based on that comment (or even just like the comment by coincidence), should one wait and see if the commenter will add an answer? Or just go ahead and write it?
well, when I do this, it's because I don't have time to prepare a formal answer and so I offer a hint other people who may be answering so their answers will hopefully come along better.

Also, I sometimes post a short idea as a comment if I think something it will work but I'm not entirely sure how to implement it fully as a practical example.
I can't speak for everyone who comments tips but if I you do want to use what's in the comment I wrote then feel free to do so.
If you are concerned about plagiarism/copy-cat type ideas then simply use foot-notes with credits like we typically see in scientific/engineering documents in cases where the author makes reference to something another has contributed to.
