Q: Some noob complications

VladimirIs there a way to change the size of evenly extruded polygons evenly? For something like this (the big polygons) This can be very useful for architectural elements like - Windows, Doors etc. - The bevel tool/modifier sometimes can do the job, but sometimes it is not so efficient in practic...

It looks like the easiest way to boost site statistics in a controversial way would be for people here to start posting alternative answers even though the page already has an accepted answer.
Now the answer ratio will go up and the page will become far more useful when people post links to that page.
reputation points should be an indicator of competence and civility. It's not so good when it becomes our only reason for getting things done.

All the comments are misunderstandings about what the OP is asking. He forgot to add that he is looking for a POST-'Extrude' solution.
so it's about scale and pivot and not about Extrude/Inset

I updated the question but it's not totally clear what he was even asking so I stuck with what he was saying about batch resizing since this is a difficult problem at times and very useful to many people.
( left out the stuff about using Inset and then having to delete geometry after) this seems a bit non-sensical in this context. Why create it if yo are just going to delete it immediately afterwards.

@MarcClintDion I think he was saying that using inset worked, but if the size needed to be changed later, existing geometry had to be removed before inset could be used again.

it can be reverted or removed. Maybe it should be removed as Unclear instead of as a Duplicate because it's not actually clear what it's duplicating. There does seem to be more than one topic in there.
