IMO the answer to this is an interesting trick but it seems like kind of a weird interview question; I'd be more interested if a candidate was able to design a good multithreaded system
I'm not sure if my experience is uncommon but I found that most of the bottlenecks of my application were in third party libraries / communication lag where there really was no way to speed up something, you just had to either come up with a clever threading system or give your application some way to do prediction.
I'm honestly kind of curious to hear if there's a job where this sort of optimization is important on a daily basis (image processing library devs? Software rendering for video games (does anyone still use that?) ) or if this is kind of just an artificial puzzle.
I mean I love clever math tricks as much as the next guy but it's not 1996 anymore -- even talking to Ken Silverman a good GPU accelerated engine (unfortunately, to a certain extent because this stuff is fun) will probably beat out clever trig and math.
As much as I'd like to use the math part of my brain on stuff like this on a daily basis, it seems like techniques like this are kind of forgotten now and of limited use. (feel free to correct me if I'm wrong); though I guess there are some machine learning algs that really are still CPU bound and slow, you'd probably need a PHD in math to come up with the solution.

Up until around 2010 for whatever reason I didn't even think of modding.
Up until 2010 I was also thinking I'd be a Mechanical Engineer, heh. I switched majors when I was forced to take a C programming course "why do I need to take this?" -- it turned out I loved programming and was impressed at how easy it really was.
Until that point I assumed that if I wanted to program I would have had to hand assemble code into bytes, specifying what every core and every thread was doing on every clock (which isn't really how it is, of course). I don't know how I got that idea.

I never got any further than sprites and tiles. Once I made a map editor (in VB6!) for an RPG engine, a project that eventually failed rather spectacularly. dropped game programming after that.
I think I managed to get it to draw a 3D line with some volume, but the I abandoned the project some time ago.
Now that I'm thinking about it, I might consider revisiting it.
It'd be a good opportunity to brush up on my C and do some low-level rendering stuff.

FWIW making an add-in for an IDE when you need to implement your own parser and language semantics also makes small mistakes snowball quite quickly ;-)

Also—just a comment—you could switch to a 2D numpy array to exploit "fancy indexing". It would drastically cut down on 1) time, e.g. when copying 2) lines of code in is_valid.
