Seems like they should take a handful of the active users on SE network sites (particularly the software related sites) and have them give semester long courses at universities on how to "fish" for yourself and how to ask a question. I feel like questions like the one you mentioned are what people (myself included) are conditioned into.
Inquisitiveness and critical thinking are essential software development tools that can't be Googled.
