Then there's a couple close votes and some comments along the lines of "we don't make new features" and then "also I want it to do Y" is removed by someone (not always OP) and the close votes and (sometimes) comments go away too

I'm more on the "leave open" side of the fence. New users don't necessarily know the entire CR rulebook, and when the code is interesting and reviewable, I believe OP can get much more than they ask for - e.g. a recent question posted code and asked how usable the API is. We don't do usability reviews, but by pointing the OP towards rewording to on-topicness with comments, we'll make more happy customers. @Mat'sMug I was confused by my bounties a few days ago... I thought offering bounties would not count against your cap... but it appears they do.
I am not sure if that is a rule change, or whether I just don't know the rules.

Q: Reputation cap ignores reputation paid for bounty offerings

SLaksI hit my reputation cap, offered a bounty, and got 13 more upvotes after offering the bounty. The 13 upvotes didn't generate any reputation, so I was stuck at 150 reputation gained today (until one of my answers got accepted). (No, they weren't Community Wiki) Why can't I regain the reputation...

It is a known thing.... there is a reason for it... to avoid people avoiding the cap, I think.

Hypothetically, you can be fairly certain you are going to cap for a day, so you create a bounty. Then, the subsequent votes you get still accumulate to your rep. Then, you award the bounty to a friend, or a sock. Later on, you get your sock to award a bounty back to you.

So, to prevent that, they just reduce the cap by the bounty amount
Now, the question is whether your cap is reduced for the purposes of epic/legendary as well
So, we hit cap on our bounty days.... but, for example, my cap was 100 that day...
