The stats on es.rudevs.ru says what is already in the app. That means if one associates questions via the app it will display the stats in the real time, although on the SOes might be more associations. More over, until somebody from the employees updates the setting string on SOen the associations will not appear on the site.
One notice: I use our local SEDE, which provides me access to the database in real time. I do not need to wait one week to find all association comments. As soon they are on the site, I can see them.

We do not delete such comments on SOru. Technically it should not be an issue. At the same time I cannot understand why we should delete such comments. What do you think?

@NicolasChabanovsky I think they refer to a different thing: can a question X in SOes be linked to both a question Y and Z in SOen?
@NicolasChabanovsky I agree with you: maybe just SOpt <-> SOes could work, since they are mutually intelligible languages, but I don't think much people would benefit from it. I think SOen <-> {SOru, SOes} is more than enough by now
@NicolasChabanovsky this came a couple of times: from a comment by @lois6b and from an answer to the presentation post. They say that the comment may be cluttering a bit the question itself
just one thing it is not super clear to me: 1. we addd a comment "asociación..." 2. you fetch from SEDE 3. you sync the app 4. people update the settings string on SOen
So can it occur that the app shows some associations that are not live yet?

@fedorqui Ideologically on SO there can not be two same questions. If there are, one of them should be closed as duplicate. We associate the same question between sites, which means that there should not be a situation where one needs to have a way to associate one question to two on anther site.
@NicolasChabanovsky well in this case we can ask @Pikoh to expand on this case, but I think it is more about having stackoverflow.com/q/4660142/1983854 which has C# and vb.net, while he added a different canonical for each language on SOes
I understand the case that Pikoh describes, still it's either the same questions on both sites or different. If one splits a question into two questions these two probably are not the same with the initial one.
by the way, the banner tips seem to be working fine now, they link to the proper answer. So the bug in es.meta.stackoverflow.com/q/3939/83 looks solved
