Removing stress tracks has several immediate results:
First, any stress taken immediately turns into a debilitating aspect AND a free tag.
Second, NONE of the negative results of a conflict go away at the end of the scene.
+2 stress with a weapon would increase the likelihood of consequences, but there'd still be a good solid buffer.
In a game about taking people out for good, this makes conceding less likely; you can go from "in the game" to "out of it" very fast. With stress, you can bide your time until things start going badly.

This is about changing one of the fundamental elements of the FATE ethos: dying is boring, let's not do that.
I kind of like the idea of modeling weapons as an added bonus, though. In Bang!, you don't have to have a weapon card to attack, but having one lets you attack better (or at least further).

@BESW since combat essentially amounts to potshots instead of exchanges, there's not really a direct correlation. The Sheriff can shoot at the Deputy, and on the Deputy's turn, he'll just ignore the Sheriff and do his own thing.

For more dynamism: spirits can spend an FP to move from one zone to another, provided the new zone isn't occupied by a spirit already.
If it is, they can make opposed rolls for control.

Honestly we have enough people here we could split off into 2 or 3 scenarios / major plots, either running side by side in the enchanted forest, or at different times, or elsewhere entirely

How do you reconcile that with the policy of minimum numbers of stunts?
If he has five stunts and is in a scene with someone with only one stunt, does he get to use three stunts since he has two more than normal?
Last I checked, the policy was basically dropped, on the grounds that fun trumps balance and we don't know what kind of balance problems it'll present anyway, so let's see and address problems when they actually occur.

Now, for the real trick, figure out how to make the Hulk an extra on Bruce Banner's character.

At its most basic, an extra is where the "multiple refresh at once" type of stunt resides.
For example:
Extra: Super-Speed
Costs: 3 points of refresh
You always go first in a conflict exchange. If someone else in the conflict has Super-Speed, compare skills as normal.
You take a +2 on all defense rolls with Athletics, or in contests relying purely on speed.
Except for absolute barriers like solid walls, you ignore all situation aspects that impede movement, and can place yourself in any zone you want at the start of every conflict exchange, because you had enough time to get there.

And the cost isn't always refresh: it can be any combination of resources, including dedicating aspect slots to the extra.
Bruce Banner probably has to keep his Refresh at 1, giving all of it that he can to the Hulk, who spends it on stunts.
He probably also has to keep the Hulk as part of his high concept and as his trouble.

I would give Bruce Banner a couple of stunts of his own, including one to give him a careful +2 to attempts to overcome being the Hulk (which the Hulk will Forcefully oppose), and he keeps that one in Hulk mode (because it his way of deactivating it)

Does that sound right?
