@quid One of the past mods often objected to keeping rooms alive in this artificial way. (And I should admit that I probably do this too much.)
So I always mention that the room might potentially be useful - just in case.
Anyway, with your diamond powers you can unfreeze the room whenever you want. (In fact, I recall that mods can even talk in the room which is frozen.) So maybe here the dummy message was not that necessary.
