uh, I downloaded pa_grouper-3.15-25MAR2013-010739.zip and pa_gapps-full-4.2-20130421-signed.zip
which are the two files that seem relevant to Paranoid Android and the Nexus 7
One's got a bunch of system files and the .img proper
The other, I suppose, has GMail and the such
("For when you just can't handle the bridge", it's not that hard.)

Don't unzip them
CWM uses zip files to flash roms
Then once they're on there, there should be reboot options in the toolkit, go in there and select reboot into recovery

@SaintWacko putting them in the root didn't work, so I'm putting them in /sdcard/
also adb sideloading isn't working 
assert failed: getprop("ro.product.device") == "grouper" || getprop("ro.build.product") == "grouper"
I suppose this shouldn't been surprising in retrospect. I assumed grouper was some code name for paranoid android
sighs and starts another multiple hours download
