@forest again that's a bit rich for most people. The assumption being that you also provide a main laptop for your child when he connects to the home network. That the child exercises proper air gap procedure when using the burner. Imagine for example your child's laptop being the vector for a wannacry like exploit.

I don't think you understand the threat model here.
There is no reason why a burner implies using an air gap, for example.

@Billy Deep packet inspection would still recognize it was a VPN, regardless if the contents is encrypted or not. Sure, we wouldn't be able to find what exactly they were doing, but it would still be blocked.
Any web traffic through the proxy also had to be signed with our own cert, which comes back to the initial problem of wanting to install certs
but hey, not my problem. I'm not paid enough to worry about those things :P

It seems to me that the purpose here is to ensure that each child has the same programs that every other child has. Thereby making sure all the children are ready to go. I'd absolutely let them do this. Then, once the school year was over, I'd replace the hard drive.
