I don't think that the site's scope should be purely limited to what bitcoin core supports, I'm not sure I see why that would be better

According to (my own) answer linked there, I don't see the problem. Lightning is most definitely a technology applicable to supporting the bitcoin currency.
If the rule is only things supported by Bitcoin Core, or the P2P protocol we'd also need to ban:
* Hardware wallets, until recently
* Future developments
* Questions about frameworks / website integrations
* Other wallet software
* Exchanges
* BIP39
* Generic cryptography questions related to key derivation / secp256k1
* Mining (not supported by Bitcoin Core anymore, and doesn't involve the P2P protocol!)
* What attackers can do in various capacities (excluding those involving vulnerabilities in Bitcoin Core)

This site isn't and shouldn't be just a Bitcoin Core helpdesk, or protocol documentation.
