I found a neat article about why Nintendo doesn't understand online.
It's because the higher ups are in Kyoto, which is a very traditional, very top down hierarchy.
And any one of the executives has the power to veto an idea, so most of the people, even if they realize change is needed, try to make small changes that they can get the executives on board for.

A lion's share of the points don't understand the game though. Flexing for healing, for example, is for game balance.
You have to carefully consider when to heal. Otherwise, it's bullrush the Rathalos and spam health pots as you get curbstomped.

A more complicated way to do it for the Gunlance is the forward charge, shell right before you raise the lance, and repeat.
