Yeah, basically we don't need 3 more - so the election is only for 2. There's not a fixed number of moderators for each site - it gets however many the moderation and community management people decide it needs.
We
have always had really strong candidates to choose from at Worldbuilding and I'm glad this election is no different. It was a really tough choice and honestly I'd be happy for any of them to make it through.
