So, Princes Kingdom pony-style..
Making an "island" in Princes' Kingdom involves defining the problems which are on it, and the major individuals/groups involved.
Problems:
> - Conceit is the smallest problem, and it manifests itself as injustice.
> - Disobedience is when people don’t follow the king’s lead, and it manifests as outlaws plaguing the land.
> - Unrest is a bigger problem and it’s when all the people start believing that the king doesn’t care about them. It manifests as loss of liberty; that is, restrictive laws enacted that did not come from the king.
> - If there’s unrest and bad laws, a false leader will arise, someone who wants to take the king’s power. This manifests as rebellion.
The laws are these:
> - Do not be violent. That is, don’t go around hitting people for no good reason.
> - Do not cheat other people, steal from others, or willfully cause harm to other people’s stuff.
> - If you are paid to do a job, do it. If someone does a job for you, pay them a fair wage.
> - Everyone in a family should live up to their role in the family. Parents should keep care of their children, and children should help their parents.
The example island (which I'd like to try modifying for ponies, rather than inventing something totally new) works thusly:
There are two cultures on the island, the Lo Pang and the Wulin. Because the Wulin look different (big people with reddish-brown fur, vs the Lo Pangs looking more "normal"), the Lo Pangs feel superior to the Wulin.
Conceit: the Lo Pangs feel the Wulins' beliefs are stupid.
Injustice: the Lo Pangs catch and eat fish which the Wulin revere as sacred.
This needs to be escalated, so we move on to disobedience.
Disobedience: The Wulin attack some Lo Pang boys they find fishing and beat them badly (breaking the first law).
Outlaws: gangs of Lo Pang adults are hunting down the Wulin for revenge, and driving away any Wulin who want to trade with their village.
This escalates further.
Unrest: rumors that the Wulin kill children spread among the Lo Pang.
Loss of liberty: curfew; no women or children allowed outside after dark in the Lo Pang town.
Escalate again, to false leaders and rebellion.
False leader: a retired naval officer led the Lo Pang people in a revolt and now runs the town.
Rebellion: the real governor is locked up.
(This introduces more conceits: the officer thinks he can do a better job than the governor, and the governor didn't feel he had to work hard to solve the problem. The injustices are an imprisoned governor and the oppression of the Wulin.)
Then the book gives some details about defining individuals in the setting who are connected to all these elements, but that can wait.

So, ponyfying this. The idea of a culture clash is compelling to me and I want to keep that. I could use ponies and non-ponies, but I think just conflicting pony cultures will work.
My conceit is that Celestia has created a squad of ponies who travel throughout Equestria troubleshooting problems.
So, two groups (villages) of ponies who live very differently from each other and value different things. Rather than eating fish I'd like to make it a little less... predatory.
Maybe picking and eating the other village's special fruits/berries?

is it unicorn / pegasus / earth pony vs one another in the same town, or a town consisting of all of them together vs another?
Hmm, good point. Ponyville and Canterlot seem to be somewhat unique as most other villages and cities appear to be predominantly a single race.
How about a village of mystical unicorns (Wulin) vs the down-to-earth and overly practical earth ponies (Lo Pang)?
it surprises me that in MLP, none of the three races are like: "augh I wish I had wings" or "augh I wish I had a magic horn" or "augh I wish I was tougher"
though i can understand them not doing that, for the morals involved

I suspect it's deliberate on the show's part, yes, though you should watch "Hearth's Warming Eve" for the (fictionalised and pageanted) history of how the three races came to cooperate.
So: Earth pony colts take some of the unicorns' delicious and totally wasted fruit back to town to share with their friends and families.
A couple unicorns lie in wait and beat up the next colts who come along to steal their mystical fruits.
The mayor of the earth pony town doesn't do anything, so a retired Canterlot guard forms patrols to drive the unicorns away from the EP town.
When rumours start that the unicorns threatened to start killing earth ponies, the EP town riots, imprisons the mayor, and puts the Canterlot guard in charge.
He enforces a curfew that keeps mares and young'uns off the streets at night.
This makes sense
So the party arrives in the EP town to find it militarised, with walls and guards, patrols and curfews.
So, ponies involved.
- retired Canterlot guard
- earth pony mayor
- leader of the unicorns
- the colts who got beat up
- the parents of the colts (we'll make the colts brothers, to conserve relationships)

Good idea.
Now, each of these ponies wants something from the PCs.
Retired Canterlot guard: wants the PCs to officially make him mayor.
EP mayor: wants them to restore order and vindicate him (tell the ponies he didn't do anything wrong).
leader of the unicorns: make the EPs stop eating his peoples' fruit, let the unicorns live in peace and stop blocking their trade.
colts: let them run around however they please. they also want to know more about the unicorns.
colts' father: make the unicorns pay for their violence against his sons.
colts' mother: recognise her colts as little angels.
unicorn thugs: punish and humiliate the earth ponies.
Does that look good?
This is basically all the prep I need. I've rolled the stats for 6 NPC blanks to be used as needed (only give NPCs stats when a conflict starts with them, and when you've used up all 6 that's a signal to take a break).
Those sound good, yeah. :)
Oh, I need to name the ponies and the towns. Naturally.
But I'll do that later. Sleep now.
