I am not yet sure which flavour of Ubuntu you are trying. If you are not using Lubuntu, I would suggest that you try Lubuntu.
If you are still having problems with 18.04 LTS, I suggest that you return to a previous version, and I would suggest 16.04.1 LTS which is keeping the linux 4.4 kernel series. See this link,

Standard Ubuntu has a modern and advanced desktop environment, and there is some automatic detection of hardware, that might not work correctly for you old graphics chip. (In the live session 'Try Ubuntu' several drivers are there, so it works, but the correct driver will obviously not be selected for the installed system. I don't know how to fix that, but if you are lucky, someone else might know and be able to help you.

You might have better luck with Lubuntu or Xubuntu, which have light-weight desktop environments. Or you can install a text mode version.
Text mode versions are installed from the Ubuntu `mini.iso`files, that you find at

If the installation works, and you get a working text mode system, you can try with some simple window manager, for example install the three packages
fluxbox xinit xterm' and switch to graphic mode with
startx`.
