Are dissent quotients cumulative on an entry? Are they recalculated when an entry is modified?
Please consider repeating the algorithm in a more readable way. Right now it is pretty difficult to read. I get the "joke" but this language makes it pretty cumbersome.
@Xcali dissent quotients are particular to pairs of elements. Each has an action taken on each member of the pair. As for the second question, I have a line in the question specifically answering that question.

It might be a good challenge, but the bold font is annoying enough that I didn't read past the first two lines.
I vaguely remember the top comment the last time you posted this was "-1 for intentionally obscuring the spec." I think that still stands. The joke-y part should only be in the summary of the task, not the spec.

Even though this was technically clear enough that I would probably be able to write an implementation if I concentrated hard enough on getting rid of all the flavortext, it is still really unclear and very prone to wrong answers from people not understanding the problem. I'd recommend you reduce the amount of flavortext you put there; I get that it's a joke and part of the theme of the problem, but I think you currently have too much and it's not readable enough.

I'm voting to reopen because I don't think it's all that unclear. It might be useful to put the non-GLORIOUS summary closer to the top though.
What happens if there are three consecutively decreasing elements?
@AsoneTuhid you take the actions from left to right. Executions should be output as their value when you get to them. And you should still execute it if it's in prison.
