2, 6 and 10. For 3 players, it's be "highest expected payout" rather than "winning moves" - 3, 3, 3, 6, 7, 7 or 8, 9, 9 or 10, 9 or 10, 10. If the person before you ends on 6-9 then you win (as playing 9 or 10 is a winning move) - and all players playing "optimally" means P2 loses.
