Since H2SO4 is a strong acid, and it tend's to lose protons very fast
We may expect ClO3- to get protonated as H2SO4 + ClO3- gives HSO4- + HClO3
Now, HClO3 has Cl in +5 state
a middle OS
so it will disproportionate as
3 HClO3 → HClO4 + H2O + 2 ClO2
