This perfectly makes sense. However, it goes on to say:

> These electrons stop the **ions moving away from each other.**

This coincides with other knowledge from other books that:

> The free electrons slow down when they collide with the fixed positive ions and their bound electrons.

What does the book mean by "the ions moving away from each other"?

I guess the ion it referred is +ve charge, so they repel each other
With the -ve charge electron, the total charge is neutral
so they would not repel each other by a kind of shielding

Not colliding. Consider there is one +ve and -ve stay close to each other, from far away, you see no charge there.
therefore a +ve ion motion will not be attracted nor repelled
this is called screening effect
In metal, similar things happen
