I checked at "shortly before 3days": first answer (= first post, but not new member on the site and it's even a meta), four upvotes, no downvotes, no hat. After 3 days (no change inbetween), voilà: Mother of Dragons. Others are running a similar experiment atm. to confirm.

I don't think there have been any hats in previous years that only new users could get (feel free to prove me wrong if I'm mistaken, though)

@Mego why not? There have always been hats that encourage users to participate in new (to them) sites.

@Mego That sounds about right - as far as I can see every user has a chance, at least theoretically, to gain any hat on any site. The one (well documented) exception seems to be Brunhilde - but its purpose is to drive traffic to sites other than SO, not to discourage established users on such sites.

2016 also introduced a new rule: no hats for annoying employees or guessing hat triggers correctly. Given that they tried to make the hats fair for all users in 2016, I don't think they'd go back on that for 2017 (since they've kept the other changes).

@AnkitSharma I know the feeling. the one time when you dont want UVs, but get them. (I have no problem posting answer that dont get UVed the rest of the year.)
