By the geometry, each race has two elements closest to it. Those could be the boosts, which works for Dvarves (Hammer, Axe), but takes away Archery as a special for Elves.

Idk, I am pretty good with the 3atr and 3stat set up I got.

But maybe there are different factors, so:
DWARVES: Axe, Hammer
ELVES: Sword, Bow
Dwarves are neutral, so they take the closest element/weapon on either side.
But Elves are good, so they take a straight line--Sword to Bow
so you have tough, sturdy, tank Dwarves
Also consider: you have an element that's farthest away from their homelands.
DWARVES: Life
ELVES: Earth

I could take those out...

So Ironstaff or Club becomes the special weapon for Dwarves.
For Elves, the Mace (the lightest hammer weapon) becomes their Special.
Each race is a combo of the two elements connected in some way (either by line, like for Elves, or by symmetry, like Dwarves.)
And each race combines with their first two elements, a third element--that which is furthest from them. The special.

Meh, my idea was to have players get 1 racial based weapon and 1 class based weapon.

you could certainly do that. It's a valid way to go, just to get the game done.
It depends on how deep you want the game to be. How much replay.

Let me ask you this--how much more work is it to have any char potentially able to use any weapon vs. two weapons per given char?
Two per char is solid. But three per char, based on elements, and then a boost for class.
But your way will definitely work, and it will still be a rich game, because it's still a pretty good number of combos.
The thing about combinatorics though is, for each integer you add (2 instead of 3), you get a factorial explosion in terms of number of combinations.
2×2 Sudoku: 288 combinations
2×3 Sudoku: 28200960 combinations
3×3 Sudoku: 6670903752021072936960 combinations

But again, it's your game, and you're the one who has to implement it. I'd say just keep in mind the game might expand, so even if you build the function for 1 elemental boost and 1 class boost, do it in a way that scales, so if you do want to expand later, it's easy.
two boosts, one for class and one for element definitely works.

I will go for the 3 atr and 3 stat for race, but also an 1 atr and 1 stat penalty for races. 4 stat/atr boost on the classes.
